Анотація: Стаття присвячена формулюванню концептуальних підходів до організації ресурсного забезпечення соціальної сфери і містить спробу теоретичного узгодження та гармонізації поширених у вітчизняній науковій літературі підходів до диференціації масштабів ресурсного забезпечення соціальних галузей із принципами сучасних досліджень внеску соціальної сфери у примноження суспільного добробуту. Зокрема, досліджуються обмеження, що накладаються принципами управління ресурсним забезпеченням соціальної сфери на можливості розвитку національної економіки та характер розподілу вигід і тягот її функціонування між економічними суб’єктами. Обґрунтовано, що одним з провідних обмежень розвитку вітчизняної соціальної сфери виступає повсюдне порушення принципу диференціації масштабів ресурсного забезпечення її установ, залежно від суспільних результатів їх діяльності. Принципово, що поширені в Україні механізми ресурсного забезпечення ґрунтуються, переважно на формальній оцінці таких результатів державними чиновниками, що позбавляє установи соціальної сфери залежності від ставлення споживачів створюваних ними благ. Це робить соціальну сферу неконкурентною, що власне і породжує стимули і мотиви до неефективної, з огляду на потреби суспільства, діяльності в соціальній сфері. Підтвердження такого бачення автори вбачають у характеристиках інституціональної якості, які явно вищі в секторі, що на комерційній основі створює блага аналогічні с установами бюджетної сфери. Відповідно, саме в поширенні принципів конкурентного розподілу ресурсів соціальної сфери та в наданні споживачам її продуктів важелів впливу на масштаби ресурсного забезпечення належних до неї установ ми вбачаємо пріоритетний напрям розвитку концепції управління ресурсним забезпечення вітчизняної соціальної сфери.
Для цього запропоновано організаційні механізми забезпечення вагомості споживацької оцінки благ, створюваних у соціальній сфері як фактору диференціації масштабів фінансування (ресурсного забезпечення) її установ. Підкреслена критична важливість наявності у споживачів достатньо широкого вибору установи (осередку використання ресурсів) соціальної сфери. Нарешті, обґрунтовано бажаність уникнення монополії певного механізму фінансування для установ соціальної сфери.
Останній принцип відображає необхідність конкуренції не лише між установами соціальної сфери, а і між альтернативними (чи взаємодоповнюючими) механізмами їх фінансування.
Abstract: The article is devoted to the formulation of conceptual approaches to the organization of social sphere resource provision and contains an attempt to harmonize spread in the domestic scientific literature theoretical approaches to differentiating the scale of resource provision of social sectors with the modern principles of investigation the social sphere’s contribution to population welfare. In particular, the limitations imposed by the principles of resource management of the social sphere on the possibilities of the national economy for development and the features of the distribution of benefits and burdens of its operation between economic entities are studied.
It is substantiated that one of the important limitations of the domestic social sphere development is the widespread violation of such principle as the differentiation of the scale of resource provision of social sphere entities, depending on the social results of their activities. The mechanisms of resource provision common in Ukraine are based mainly on the formal assessment of such results by government officials, which deprives social institutions of dependence on the attitude of consumers to the benefits they create.
This makes the social sphere non-competitive, which in fact creates incentives and motives for inefficient activities in the social sphere. The authors have found the confirmation of this vision in the characteristics of institutional quality, which are clearly higher in the sector, which on a commercial basis creates goods similar to the institutions of the budget sphere. Accordingly, it is in the dissemination of the principles of competitive distribution of social sphere’s resources and in providing to consumers of their products leverage for influence the scale of resource provision of its institutions, we see a priority for the concept of resource management of the domestic social sphere.
The organizational mechanisms are proposed to ensure the importance of consumer assessment of goods created in the social sphere, as a factor in differentiating the scale of funding (resource provision) of its institutions. The critical importance of providing to consumers a wide enough choice of the entity (center of resource use) of the social sphere is emphasized. Finally, the desirability of avoiding a monopoly of a certain funding mechanism for social institutions is substantiated. The latter principle reflects the need for competition not only between the social sphere’s entities but also between alternative (or complementary) mechanisms for their funding.
