Оптимізація обсягів платежів держав-членів до бюджету інтеграційного угруповання

Анотація: Запропоновано і обґрунтовано новий підхід до оптимізації структури дохідної частини бюджету інтеграційного угруповання держав. Це бачиться можливим шляхом встановлення обсягів бюджетних платежів держав-членів пропорційно до їх «бажань сплачувати» або «корисності», яку вони одержують від інтеграції. Наведено базові методики оцінки значень «корисності» і «бажання сплачувати».
Abstract: A new approach to optimization of the revenue side of an international union budget is suggested and discussed. In order to achieve this goal it is offered to decide the size of member-states budgetary payments proportionally to their “willingness to pay» or “utility» received by them from the integration. Basic methods of the “utility» and the “willingness to pay» estimation are provided.
