Structure of Ukrainian exports as a challenge to the government regulatory policy

Анотація: У центрі уваги статті — проблема товарної структури українського експорту, передумови та суспільні наслідки переважання сировинних товарів і продуктів їх первинної обробки в складі вартості зовнішньої торгівлі товарами. Стаття тлумачить структуру зовнішньої торгівлі як, по-перше, важливий фактор соціальноекономічного розвитку України, по-друге — закономірну рису моделі функціонування її економіки, що передбачає генерацію доходів для доволі обмеженого кола бенефіциарів за стагнації попиту на висококваліфіковану працю та мінімальних стимулів до якісного оновлення капіталу. Автор обґрунтовує центральну тезу свого дослідження — саме висока прибутковість технологічно відсталого сировинного експорту створює суспільні умови для відтворення технічної відсталості національного виробництва і використовує для цього дані сільського господарства — галузі, з найбільш динамічним зростанням обсягів експорту за останні роки.
Застосування комплексу теоретичних (зокрема концепції «Мальтузіанських» і «Шумпетеріанських» видів економічної діяльності) та емпіричних підходів (методи аналітичного групування та ранжування панельних даних, а також індикатори концентрації економічної активності: показники ентропії, та коефіцієнти ринкових часток У.
Шепарда) дозволило обґрунтувати такі основні результати.
Структура українського експорту суттєво обмежує можливості розвитку національної економіки та сприяє граничній концентрації вигід від зовнішньої торгівлі у вкрай вузькому колі бенефіціарів з мінімальними позитивними ефектами для широких верств населення та галузей, пов’язаних з експортерами в «ланцюжках створення цінності».
Пріоритетним напрямом регуляторної політики, адекватної викликам, що формують проблеми структури експорту України визначено підвищення вибірковості дії важелів регуляторного впливу. Зокрема, запровадження диференціації доступу до прямих дотацій за ознакою пропорцій розподілу доданої вартості, створеної експортером, за напрямами використання. Крім того, обмеження можливості повернення ПДВ експортерам сировини та продуктів її первинної обробки.
Abstract: The article focuses on the problem of the commodity structure of Ukrainian exports, the preconditions and social consequences of the predominance of raw materials and products of their primary processing in the value of foreign trade in goods.
The article interprets the structure of foreign trade as, firstly, an important factor, causing the socio-economic development of Ukraine, and secondly — as a significant feature of its economy’s model, which provides high incomes for a fairly limited number of beneficiaries, while the demand for highly skilled labour is stagnated and minimal incentives for quality capital renewal are formed. The author substantiates the central thesis of his research — it is the high profitability of technologically backward raw material exports creates social conditions for reproducing the technical backwardness of national production, using as a sample the performance of agriculture — industry, with the most dynamic export growth in recent years.
The using of a set of theoretical (including the concept of «Malthusian» and «Schumpeterian» types of economic activity) and empirical approaches (methods of analytical grouping and ranking of panel data, as well as indicators of concentration of economic activity: entropy, and market share ratios U. Shepard) allowed us to gain such main results.
The structure of Ukrainian exports significantly limits the opportunities for national economic development and promotes the maximum concentration of benefits from foreign trade in a very narrow circle of beneficiaries with minimal positive effects for the general population and industries related to exporters in the «value chain».
The priority direction of regulatory policy, adequate to the challenges posed by the problems of the structure of Ukraine’s exports, is to increase the selectivity of the levers of regulatory influence. In particular, the introduction of differentiation of access to direct subsidies on the basis of the proportions of the distribution of value-added, created by the exporter, by directions of use. In addition, limiting the possibility of VAT refunds to exporters of raw materials and products of its primary processing.
