Анотація: Питання промислової політики останні десять років широко обговорюється. Сьогодні спостерігається поновлення інтересу до теорії промислової політики в країнах заходу, оскільки існує бачимо брак теоретичного підґрунтя для прийняття рішень. Цей огляд теоретичних концепцій був підготовлений з використанням наукових статей і книг іноземних американських та європейських авторів за останні десять років для пошуку різноманітних поглядів на промислову політику Європейського Союзу та методів, якими вона може бути здійснена. Головна мета публікації подати основні теоретичні концепції щодо промислової політики Європейського Союзу в сучасній західній науковій літературі.
У статті розглянуто основні пропозиції до побудови промислової політики в Європейському Союзі західними авторами. В цьому напрямі також розглянуто визначення основних сфер взаємодії промислової політики способи її проведення. У статті розкрито теорії в роботах західних авторів, такі як нова промислова політика, Системна промислова політика, матричний спосіб проведення, трикутник промислової політики (політика конкуренції, технологічна, торговельна); роль інновацій, технологічної політики, освітньої політики; поняття «широкої промислова політика» та інструменти для вертикального/горизонтального способу проведення тощо.
Ціль сьогоднішнього жвавого діалогу про проблеми з теми промислової політики є покращення конкуренції вітчизняних економік і презентація широкого набору можливих коротко- і довгострокових наслідків. Після детального перегляду наукової літератури, ми можемо прийти до висновку, що процес прийняття рішень щодо промислової політики є високо дискусійним питанням у всіх розвинутих країнах. Це підтверджено наявністю великої кількості авторів, публікації і теоретичним надбанням у сучасній науковій літературі.
Abstract: The topic of industrial policy is widely discussed last ten years. We see the renewed interest to theory of industrial policy in western countries, even nowadays we see lack of theoretical background for current industrial policy decisions.The chapter was prepared using statements, journal articles, and terms from original publications according to the topic review in foreign European and American scientific literature for the last ten years to find various views about industrial policy of the European Union and methods how it could be realize.
The main purpose of the article is to wrap up analytics of theory and concepts for industrial policy practice and to show its objectives. Article information is followed by review of literature of western authors how industrial policy in the European Union could be built, structured and realized. In this respect, we also try to define main spheres that have influence on industrial policy of the European Union. Also we reviewtwo approaches to industrial policy have been elaborated: sectorial and horizontal, wide concept to industrial policy; theoretical concept of industrial policy «triangle» (competition, trade and technology policy).
Article in particular reviews theories — new industrial policy, role of innovations, education and technology policy. An extensive discussion of the consequences of a policy aimed at the improving competitiveness of domestic industry allows for the presentation of a wide range of short- and long-term effects of traditional industrial policy.
So that we could come to conclusion that industrial policy-making process is highly discussed in scientific literature by researches from many countriesand there is no one vision in side European Union how it should be. And each country could select type and approach to policy that fit it`s tradition and further society goals.
