Modernization of rules and mechanisms of international trade in agricultural goods in the context of the problem of food security

Анотація: Питання взаємозв’язку торгівлі та продовольчої безпеки не втрачає своєї актуальності протягом не одного десятиріччя, а ситуація в світі, спричинена поширенням пандемії COVID-19, додатково нагадала про прогалини в нормативному врегулюванні цього питання на багатосторонньому рівні, зокрема, з урахуванням цілі сталого розвитку № 2 щодо усунення голоду. Метою статті є детальна характеристика й аналіз багатосторонніх правил у сфері торгівлі сільськогосподарською продукцією на відповідність вимогам сьогодення щодо реагування на проблему продовольчої безпеки, а також розробка рекомендації стосовно модернізації правил торгівлі зазначеними товарами.
У статті проаналізовано ступінь захищеності населення різних регіонів світу з точки зору продовольчої безпеки, а також розраховано сальдо торгівлі основними продуктами харчування для цих регіонів. Крім того, дослідження містить детальну характеристику Угоди Світової організації торгівлі (СОТ) про сільське господарство, включаючи три її основні напрями регулювання: доступ до ринку сільськогосподарських товарів (торговельні обмеження імпорту: тарифи та нетарифні бар’єри), внутрішня підтримка вітчизняного виробника (субсидії та інші програми, зокрема ті, що підвищують або гарантують рівень цін на фермах і доходи фермерів) та експортна конкуренція (включає експортні субсидії та інші методи, що використовуються для штучного підвищення рівня конкурентоспроможності експорту).
Ключовою ідеєю статті є те, що саме відсутність імплементації Угоди СОТ про сільське господарство, а не її зміст, є проблемою у контексті вирішення питання продовольчої безпеки. У рамках дослідження розроблено рекомендації стосовно оновлення курсу торговельної політики з напряму продовольчої безпеки. При чому автори звертають увагу, що врегулювання цього питання на багатосторонньому рівні залежатиме від скоординованих дій як профільних, так і дотичних міжнародних організацій, тому варто використовувати всі світові майданчики, на яких заплановано в найближчий час зустрічі представників країн та окремих митних організацій на найвищому політичному рівні.
Abstract: The issue of the relationship between trade and food security has not lost its relevance for decades, and the situation in the world caused by the spread of the COVID19 pandemic had further highlighted the gaps in regulatory regime at the multilateral level, including the sustainable development goal (SDG) № 2 on the elimination of hunger. The purpose of the article is a detailed description and analysis of multilateral rules in the field of trade in agricultural products to meet current requirements for responding to food security, as well as the development of recommendations for modernization of trade rules for these goods.
The article analyzes the degree of protection of the population of different regions of the world in terms of food security, as well as calculates the balance of trade in basic foodstuffs for these regions. In addition, the study provides a detailed description of the World Trade Organization (WTO) Agreement on Agriculture, including its three main areas of regulation: market access for agricultural goods (trade restrictions on imports: tariffs and non-tariff barriers), domestic support for national producers (subsidies and other programs, including those that increase or guarantee farm prices and farmers’ incomes) and export competition(including export subsidies and other methods used to artificially increase the competitiveness of exports).
The key idea of the article is that the lack of implementation of the WTO Agreement on Agriculture, but not its content, is a problem in the context of addressing food security. The study developes recommendations for updating the course of trade policy in the field of food security. The authors note that the settlement of this issue at the multilateral level will depend on the coordinated actions of both responsible and relevant international organizations, so it is worth using all the world platforms where meetings of representatives of the countries and separate customs territories at the highest political level are planned in the nearest future.
