Анотація: Процеси глобалізації на світовому фінансовому ринку в останні два десятиліття призвели до того, що національні ринки цінних паперів розвинених країн стали характеризуватись зниженням транскордонних обмежень на рух інвестиційного капіталу. Прихильники глобалізації свідчать про зростання фінансового потенціалу національних компаній через зростання можливостей по залученню капіталу на світовому фінансовому ринку. В межах даного дослідження ми поставили перед собою мету дослідити, наскільки український ринок цінних паперів є інтегрованим у світовий фінансовий ринок за якісними ознаками. Зокрема, ми запропонували досліджувати інтеграцію ринку цінних паперів України у глобальний ринок за такими трьома критеріями: існування обмежень на інвестиції резидентів країни в цінні папери, що торгуються на іноземних організаторах торгівлі; наявність обмежень на розміщення цінних паперів національних емітентів на іноземних організаторах торгівлі; наявність обмежень на розміщення цінних паперів іноземних емітентів на національних організаторах торгівлі. Проведений у статті аналіз свідчить, що істотні зрушення з точки зору можливостей інтеграції вітчизняного ринку цінних паперів у глобальний ринок відбулись лише в останні кілька років. Зокрема, лібералізація валютного регулювання в Україні та запровадження системи е-лімітів дало можливість фізичним та юридичним особам легально інвестувати в цінні папери, що торгуються на іноземних фондових біржах. Наслідком пом’якшення критеріїв допуску іноземних цінних паперів до обігу на території України стало те, що вітчизняні інвестори мають можливість укладати на українських біржах угоди з купівлі/продажу кількох десятків іноземних цінних паперів, таких як: казначейські облігації США, акції іноземних інвестиційних біржових фондів і деяких американських блакитних фішок, акції та облігації іноземних компаній з активами в Україні. У статті зроблено висновки, що з 2019 року можливості національних інвесторів по інвестуванню в цінні папери іноземних емітентів (як на українських, так і на іноземних фондових біржах) суттєво виросли. Таким чином, у результаті поточних реформ вітчизняного фінансового ринку в Україні має пожвавитись торгівля на українських фондових біржах і може збільшились легальний відтік капіталу від національних інвесторів. Проте питання пожвавлення залучення іноземного капіталу вітчизняними емітентами все ще залишається невирішеним.
Abstract: The processes of globalization in the global financial market in the last two decades have led to the reduction in cross-border restrictions on the movement of investment capital in the national securities markets of developed countries. Proponents of globalization indicate an increase in the financial potential of national companies through increased opportunities to raise capital in the global financial market. Within the framework of this study, we set the goal to investigate how the Ukrainian securities market is integrated into the global financial market in terms of quality. In particular, we proposed to study the integration of the Ukrainian securities market into the global market according to the following three criteria: the existence of restrictions on investment by residents of the country in securities traded on foreign trade organizers; the presence of restrictions on the placement of securities of national issuers on foreign trade organizers; the presence of restrictions on the placement of securities of foreign issuers on national trade organizers. The analysis conducted in the article shows that significant changes in terms of opportunities for integration of the domestic securities market into the global market have occurred only in the last few years. In particular, the liberalization of currency regulation in Ukraine and the introduction of an e-limit has allowed individuals and legal entities to legally invest in securities traded on foreign stock exchanges. As a result of easing the criteria for admission of foreign securities to circulation in Ukraine, domestic investors have the opportunity to enter into agreements on the Ukrainian stock exchanges for the purchase/sale of dozens of foreign securities, such as US Treasury bonds, shares of foreign investment funds and some American blue chips, shares and bonds of foreign companies with assets in Ukraine. The article concludes that since 2019, the opportunities for national investors to invest in securities of foreign issuers (both on Ukrainian and foreign stock exchanges) have grown significantly. Thus, as a result of the current reforms of the domestic financial market in Ukraine, trade on Ukrainian stock exchanges should revive and the legal outflow of capital from national investors may increase. However, the issue of reviving the attraction of foreign capital by domestic issuers remains unresolved.
