Анотація: Проведено порівняльний аналіз динаміки ІЛР та національного доходу на особу в Україні та в країнах, що протягом тривалого часу обіймають провідні позиції за ІЛР. Перший трактується як узагальнюючий показник суспільно значущих результатів функціонування соціального сектору національної економіки. Другий — як оцінка загальних ресурсних можливостей економіки.
Виявлено, що розрив за розмірами національного доходу на особу зростав значно швидше за розрив у ІЛР та набув значно більшого розміру. Це свідчення нарощення навантаження на соціальний сектор. З одного боку, відбувається погіршення ресурсних умов його функціонування. З іншого — підвищуються суспільні вимоги до інтенсивності використання його обмежених можливостей. Це формує несприятливі умови для відтворення інституціональної спроможності установ соціального сектору, унеможливлює поширення ефективних механізмів і процедур їхньої взаємодії установ з основними групами контрагентів.
Вирішення проблеми недостатнього ресурсного забезпечення соціальної сфери неможливе за збереження явного домінування бюджетного її фінансування та без поширення інститутів, що забезпечать дієві стимули до орієнтації установ соціальної сфери на насичення економіки ресурсами кваліфікованої праці та її перетворення на сферу ефективного освоєння інвестицій в людський капітал.
Abstract: A comparative analysis of the dynamics of HDI and national income per capita in Ukraine and in countries that have long held leading positions in HDI. The first indicator has been considered as a generalizing estimation of socially significant results of the national economy’s social sector. The second — as a characteristic of the economy overall resource potential.
It was found that the gap in the size of national income per capita grew much faster than the gap in HDI and became much larger. This is evidence of increasing the burden on the social sector. On the one hand — the deteriorating of resource conditions is observed.
On the other — the social requirements to usage of the sector’s limited possibilities have increased. It forms adverse conditions to restore its institutional capacity, which prevents the spread of effective mechanisms and procedures of social institutions interaction with major groups of counteragents.
Solving the problem of insufficient resources of the social sphere is impossible without maintaining the clear dominance of its budget funding and without the spread of institutions that will provide effective incentives for social institutions to focus on saturation of the economy with skilled labor and social sector transformation into effective sphere of development of investment in human capital.
