Оцінювання добробуту українських домогосподарств за допомогою побудови кривих енгеля на основі статистики споживчих видатків

Анотація: Статтю присвячено удосконаленню аналітичного забезпечення оцінювання добробуту українських домогосподарств. Методологічні підходи статті будуються на законах Енгеля в слабкому та сильному формулюванні і передбачають, що задоволення потреб в нормальному харчуванні є необхідною умовою активізації участі домогосподарств у фінансуванні галузей соціальної сфери у формі розширення видатків на освіту, охорону здоров’я та інші види благ, споживання яких має характер інвестицій в людський капітал. Відповідно, скорочення еластичності споживання продуктів харчування за доходом є важливою ознакою наявності економічних можливостей для позитивних зрушень в структурі споживчих видатків.
За результатами побудови функції Енгеля оцінено еластичність фізичних обсягів споживання харчових продуктів від зміни реального доходу: додатковий відсоток доходів спонукає домогосподарства на 0,47 % збільшувати обсяги споживання продуктів харчування. Досягнутий рівень задоволення потреб у продуктах харчування для переважної більшості українських домогосподарств не дозволяє розраховувати на вивільнення їх коштів від задоволення базових поточних потреб і розширення тих витрат, які мають характер інвестування в людський капітал та мають виражений позитивний вплив на кваліфікаційний рівень ресурсів праці та продуктивність їх використання в національній економіці.
Коефіцієнт еластичності обсягів споживання благ освітньої галузі від доходу за нашими розрахунками дорівнює 0,928 (додатковий відсоток реального доходу спонукає українські домогосподарства збільшувати фізичні обсяги споживання благ освітньої галузі на 0,93 %). Отже, українські домогосподарства достатньо цінують освіту та схильні користуватись можливостями, які вона надає. Проте занизькі доходи, притаманні переважній більшості домогосподарств, обмежують можливості виділяти помітну частку своїх споживчих видатків на освітні цілі. Така ситуація вкрай загрозлива, як через позбавлення значної частки населення можливості поліпшувати власне становище на ринку праці інвестуючи в освіту, так і через позбавлення бюджетної освіти нормальної конкурентної взаємодії з освітою платною, що надається на комерційній основі.
Abstract: The article is devoted to the improvement of analytical support for assessing the Ukrainian households’ well-being. The methodological approaches of the article are based on Engel’s laws in a weak and strong formulation and assume that meeting the needs for normal nutrition is a necessary condition for intensifying the participation of households in the financing of social spheres in the form of expanding expenditures on education, health care and other types of goods, the consumption of which is related with investment in human capital. Accordingly, the reduction in the income elasticity of food consumption is an important sign of the presence of economic opportunities for positive changes in the structure of consumer spending.
According to the results of the Engel line plotting, the income elasticity of the real amounts of food consumption was estimated: an additional percentage of income encourages households to increase the volumes of food consumption by 0.47 %. The achieved level of meeting food needs for the vast majority of Ukrainian households does not allow them to count on the release of their funds from meeting basic current needs and the expansion of those expenses that have the character of investing in human capital and have a pronounced positive effect on the qualification level of labor resources and the productivity of their use in the national economy.
According to our calculations, the income elasticity of the educational goods consumption is equal 0.928 (an additional percentage of real income encourages Ukrainian households to increase the real amounts of educational goods consumption by 0.93 %). Therefore, Ukrainian households value education enough and tend to use the opportunities it provides. However, the low incomes of the vast majority of households limit the ability to allocate a significant share of their consumer spending to education. Such a situation is extremely threatening, both because of the deprivation of a significant part of the population of the opportunity to improve their own position on the labor market by investing in education, and because of the public education releasing from normal competitive interaction with paid education provided on a commercial basis.
