Анотація: Статтю присвячено розвитку аграрного сектора економіки України, зокрема на засадах інноваційних зрушень. Визначено коло певних проблем, що стримують впровадження інновацій в агропромислову сферу, та розроблено науково обґрунтовані заходи на покращення стану інноваційного розвитку аграрного сектору.
В умовах формування конкурентоспроможного вітчизняного аграрного сектору, крім власне ресурсної, організаційно-інфраструктурної та кадрово-управлінської складової забезпечення функціонування аграрного сектору на засадах інноваційного розвитку, важливим і стратегічно необхідним напрямом є формування дієвої системи моніторингу стану розвитку аграрного сектору, його прогнозування з урахуванням особливостей інноваційного розвитку. Також методологічним конструктом такої системи моніторингу, особливо у контексті прогнозування інноваційного розвитку аграрного сектору, пропонуємо застосовувати, враховуючи рівень галузевої адаптації, найбільш прогресивну методологію, якою на сьогодні прийнято вважати форсайт. Основними завданнями форсайту як методології організації системи моніторингу інноваційного розвитку аграрного сектору, є стимулювання по інноваційних альтернативних ідей і можливості розробки перспектив для визначення пріоритетів, що зазвичай відбувається шляхом ефективної мережної взаємодії всіх учасників форсайту. Це дозволяє зміцнювати зв’язки всередині системи забезпечення функціонування аграрного сектору та підвищувати її результативність.
Стратегія забезпечення функціонування аграрного сектору на засадах інноваційного розвитку розглядається як комплексна складова лобіювання та деталізації сукупності стратегічних завдань і є сприятливим підґрунтям для генеральних планів розширення та поглиблення аграрним сектором стратегічно вагомих переваг у міжнародному середовищі. Структура та зміст стратегії забезпечення функціонування аграрного сектору на засадах його інноваційного розвитку включає цільові програми, проєкти та заходи, які активно сприяють генеруванню інновацій в галузі.
Базуючись на одержаних під час дослідження теоретичних і практичних результатах, запропоновано механізм інституційного забезпечення функціонування аграрного сектору в Україні на засадах інноваційного розвитку.
Abstract: The article is devoted to the development of the agrarian sector of the economy of Ukraine, in particular, on the basis of innovative changes. A range of certain problems preventing the introduction of innovations in the agro-industrial sphere have been identified, and scientifically based measures have been developed to improve the state of innovative development of the agrarian sector.
In the conditions of the formation of a competitive domestic agricultural sector, in addition to the actual resource, organizational-infrastructural and personnel-management component of ensuring the functioning of the agricultural sector on the basis of innovative development, an important and strategically necessary direction is the formation of an effective system for monitoring the state of the development of the agricultural sector, its forecasting taking into account the specifics innovative development. Also, as a methodological construct of such a monitoring system, especially in the context of forecasting the innovative development of the agrarian sector, we suggest applying, taking into account the level of industry adaptation, the most progressive methodology, which is currently considered a foresight. The main tasks of the foresight, as a methodology for organizing the system of monitoring the innovative development of the agrarian sector, are the stimulation of innovative alternative ideas and the possibility of developing perspectives for determining priorities, which usually occurs through effective network interaction of all participants of the foresight, which allows strengthening ties within the system of ensuring the functioning of the agrarian sector sector and increase its effectiveness.
The strategy of ensuring the functioning of the agrarian sector on the basis of innovative development is considered as a complex component of lobbying and detailing a set of strategic tasks and is a favorable basis for general plans to expand and deepen the agrarian sector’s strategically important advantages in the international environment. The structure and content of the strategy for ensuring the functioning of the agricultural sector on the basis of its innovative development includes target programs, projects and measures that actively contribute to the generation of innovations in the industry.
Based on the theoretical and practical results obtained during the research, a mechanism for institutional support of the functioning of the agricultural sector in Ukraine on the basis of innovative development is proposed.
