Organizational and economic mechanism of project risk management in ІТ companies

Анотація: Мета статті полягає у теоретичному обґрунтуванні та розробленні науково-методичних положень удосконалення організаційно-економічного механізму управління проєктними ризиками в ІТ-компаніях з урахуванням специфіки їх діяльності. Для досягнення поставленої мети дослідження використано методи аналізу, синтезу, порівняння, класифікації, експертного опитування, статистичного аналізу, структурно-логічного узагальнення.У статті виконано статистичний аналіз динаміки витрат на ІТ-сектор у світі; обсягу експорту та імпорту комп’ютерних та інформаційних послуг у структурі зовнішньої торгівлі послугами в Україні.
Проаналізовано й узагальнено наукові погляди на визначення понять «механізм управління», «організаційний механізм», «економічний механізм», «організаційноекономічний механізм». Надано авторське трактування терміна «організаційноекономічний механізм управління проєктними ризиками» як сукупність принципів, функцій, методів, цифрових інструментів, технічних засобів, програмного забезпечення, спрямованих на мінімізацію проєктних ризиків, скорочення рівня витрат на організацію процесів обслуговування клієнтів ІТ-компаній, зростання якості наданих комп’ютерних та інформаційних послуг.
Побудовано структуру організаційно-економічного механізму управління проєктними ризиками у системі менеджменту ІТ-компанії, яка включає три блоки: формування організаційно-економічного механізму; функціонування організаційноекономічного механізму управління проєктними ризиками та інтеграція в систему менеджменту; оцінювання ефективності від реалізації організаційно-економічного механізму та визначення перспектив розвитку системи управління проєктними ризиками в ІТ-компанії. Запропоновано алгоритм реалізації організаційноекономічного механізму управління проєктними ризиками у системі менеджменту ІТ-компанії
Abstract: The purpose of the article is the theoretical substantiation and development of scientific and methodological provisions for improving the organizational and economic mechanism of project risk management in IT companies, taking into account the specifics of their activities. To achieve the goal of the research, the methods of analysis, synthesis, comparison, classification, expert survey, statistical analysis, structural and logical generalization were used.
The article provides a statistical analysis of the dynamics of spending on the IT sector in the world; volume of export and import of computer and information services in the structure of foreign trade in services in Ukraine.
Scientific views on the definition of the concepts «management mechanism», «organizational mechanism», «economic mechanism», «organizational and economic mechanism» have been analysed and summarized. The author’s interpretation of the term «organizational and economic mechanism of project risk management» is given as a set of principles, functions, methods, digital tools, technical means, software, aimed at minimizing project risks, reducing the level of costs for organizing customer service processes of IT companies, increasing quality provided computer and information services.
The structure of the organizational and economic mechanism of project risk management in the management system of the IT company was built, which includes three blocks: the formation of the organizational and economic mechanism; functioning of the organizational and economic mechanism of project risk management and integration into the management system; evaluating the effectiveness of the implementation of the organizational and economic mechanism and determining the prospects for the development of the project risk management system in the IT company. An algorithm for implementing the organizational and economic mechanism of project risk management in the management system of an IT company is proposed.
