Анотація: Статтю присвячено удосконаленню аналітичного інструментарію оцінки добробуту домогосподарств шляхом використання концепції компенсаційної варіації за Слуцьким для врахування змін у структурі споживчих витрат, як чинника, що впливає на силу інфляційного тиску. Автори пропонують використовувати формулу для розрахунку компенсуючої варіації доходу на основі індексу споживчих цін для кожної товарної групи з питомою вагою, що відповідає частці витрат на відповідний товар у споживчому бюджеті. Розрахунки за запропонованою методикою дозволили виявити значні відмінності у розподілі інфляційного тиску між домогосподарствами України з різними питомими еквівалентними доходами. Вкрай загрозливою виглядає тенденція перекладання тягаря інфляції на найменш заможні верстви населення. Маючи висококонцентрований попит (більшість їх бюджету витрачається на товари першої необхідності, ціни на які ростуть найшвидше), такі домогосподарства стикаються з ускладненням розвитку і навіть простого відтворення людського потенціалу Ефективність діючих програм соціального захисту явно недостатня для протидії зниженню добробуту та ризикам маргіналізації цих груп населення.
Також загрозливою виглядає тенденція до зменшення обсягів споживання товарів і послуг, створений в галузі «Освіта». Таке згортання споживання освітніх послуг на фоні їх відносного здешевлення може бути ознакою глибокої кризи економічних мотивів інвестування в людський капітал і вказувати на необхідність проведення коригувальної політики, яка була б більш ефективною порівняно з нинішнім порядком бюджетного фінансування освіти.
Апробація запропонованого інструментарію підтвердила його аналітичний потенціал, зокрема щодо висвітлення внеску окремих товарних груп у динаміку добробуту домогосподарств та з’ясування особливостей залежності темпів зростання економічного добробуту домогосподарств від розмірів їх питомих еквівалентних доходів.
Abstract: The article is devoted to the improvement of analytical tools, applying for household well-being assessment through using Slutsky compensating variation concept for the consideration of changes in the structure of consumer expenditures, as a factor, impacting the power of inflationary pressure. Authors propose to use the formula for calculating the compensating variation of income on the basis index of consumer price for every commodity group with a specific weight relevant to the share of spending on the appropriate commodity in the consumer budget. Calculations according to the proposed methodology made it possible to reveal significant differences in the distribution of inflationary pressure between Ukrainian households with different equivalent per capita incomes. The trend of shifting the burden of inflation to the least wealthy sections of the population looks extremely threatening. Having a highly concentrated demand (the majority of their budget is spent on essential goods, the prices of which are rising the fastest), such households face extremely unfavorable conditions for the development and even simple reproduction of human potential, and the effectiveness of social protection programs is clearly insufficient to counteract the decline in well-being and risks of marginalization of these population groups.
Also, the tendency to reduce the amount of consumption of goods and services created in the «education» industry looks threatening, even taking in to account, that the rate of increase in the price of educational services lags behind the average consumer price index. Such curtailment of the education services consumption against the background of their relative cheapening may be a sign of a deep crisis of economic motives for investing in human capital and indicates the need for a corrective policy that would be more effective compared to the current order of budgetary financing of education.
Approbation of the proposed tools confirmed its analytical potential, in particular with regard to highlighting the contribution of certain product groups to the dynamics of household well-being and clarifying the features of the dependence between the dynamics of household income and the rate of growth of their economic well-being.
