Анотація: Сьогоднішні реалії економічного розвитку України підвищують роль публі-чно-приватного партнерства через взаємодію різних стейкхолдерів при стратегічному плануванні місцевого розвитку. Повоєнне відновлення є багатогранним процесом. Стаття досліджує публічно-приватне партнерство при формування стратегій місцево-го розвитку, які засновані на ефективності прийняття рішень, значущості соціально-економічних заходів в повоєнній відбудові, і багато в чому залежать від взаємодії ор-ганів публічної влади та приватного сектору. Аналізуючи роль взаємовідносин публі-чної влади і приватного сектору при плануванні та впровадженні стратегій місцевого розвитку були виявлені основні фактори, які визначають ефективність їх взаємодії. Результати дослідження підкреслюють необхідність врахування потреб усіх суб’єктів публічно-приватного партнерства, включаючи врахування потреб територіальної гро-мади у процесі формування стратегії місцевого розвитку. Приділяється увага взаємо-дії з міжнародними партнерами, що може забезпечити додаткові ресурси та підтримку у повоєнному відновленні України. Запропоновано заходи, які сприятимуть підвищен-ню ефективності взаємодії стейкхолдерів та забезпечуватимуть більш узгоджене та результативне планування та реалізацію стратегій місцевого розвитку повоєнної від-будови в Україні. До таких заходів відносяться — створення платформи для регуляр-ного діалогу між стейкхолдерами, застосування сучасних, інноваційних технологій, розробка спільних індикаторів ефективності для оцінки впливу стратегій та спільного визначення критеріїв успіху, моніторинг, доступ до інформації.
Abstract: Today’s realities of the economic development of Ukraine increase the role of public-private partnership through the interaction of different stakeholders in the strategic planning of local development. Post-war reconstruction is a multifaceted process. The article examines the public-private partnership in the formation of local development strategies, which are based on the effectiveness of decision-making, and the importance of socio-economic measures in post-war reconstruction, and largely depend on the interaction of public authorities and the private sector. Analyzing the role of the relationship between public authorities and the private sector in the planning and implementation of local development strategies, the main factors that determine the effectiveness of their interaction were identified. The results of the study emphasize the need to take into account the needs of all subjects of public-private partnership, including taking into account the needs of the territorial community in the process of forming a local development strategy. Attention is paid to interaction with international partners, which can provide additional resources and support. Measures are proposed that will contribute to increasing the effectiveness of stakeholder interaction, despite the possibility of conflict situations and misunderstandings, while ensuring more coordinated and effective planning and implementation of local development strategies for post-war reconstruction in Ukraine, which include — the creation of a platform for regular dialogue between stakeholders, application modern, innovative technologies, development of joint performance indicators for assessing the impact of strategies and joint definition of success criteria, monitoring, access to information
