Анотація: У статті досліджено зміст та економічну природу фінансової екосистеми у контексті релокації бізнесу, яка стає невідʼємною частиною сучасних економічних процесів під впливом глобальних викликів, таких як війни, економічна нестабільність, природні катастрофи та пандемії. Особлива увага приділяється взаємозвʼязку між фінансовою екосистемою, що включає банки, небанківські фінансові установи, інвестиційні фонди, державні регулятори та інфраструктурні рішення, і процесом переміщення бізнесу до нових локацій.
Аналіз літератури включає визначення терміну «фінансова екосистема», надані провідними науковцями, такими як Річард Деміґґ-Кунт, Чарльз Гудхарт, Елене Карлсон, Джозеф Стігліц, а також українськими дослідниками Оленою Сусловською та Андрієм Гриценком. Автори відзначають, що гармонійна взаємодія елементів фінансової екосистеми є необхідною для ефективного розподілу ресурсів, підтримки економічної стабільності та адаптації до зовнішніх викликів.
У статті представлено статистичні дані щодо релокації бізнесу в Україні з початку повномасштабних воєнних дій до 2024 року, коли зафіксовано 18 944 переміщення підприємств між регіонами. Проаналізовано основні напрямки релокації з регіонів із високою загрозою безпеці (Київ, Дніпропетровська, Харківська області) до безпечніших областей, таких як Львівська. При цьому зазначено, що регіони з високою бізнес-активністю є як джерелами релокації, так і місцями повернення бізнесу після стабілізації.
Особливу увагу приділено державним та міжнародним програмам підтримки релокованого бізнесу, зокрема програмі «Доступні кредити 5-7-9 %», яка надає пільгове фінансування, та грантовим ініціативам Європейського банку реконструкції та розвитку. Також розглянуто роль цифрових платформ, таких як «MAKE IN UA: Relocation», у спрощенні процесу релокації.
Автори дійшли висновку, що адаптація фінансової екосистеми до викликів війни є ключовою для забезпечення економічної стабільності та підтримки бізнесу. Стаття має практичну цінність для урядових установ, фінансових організацій та підприємств, які планують або здійснюють релокацію
Abstract: The article examines the content and economic nature of the financial ecosystem in the context of business relocation, which has become an integral part of modern economic processes under the influence of global challenges such as wars, economic instability, natural disasters, and pandemics. Special attention is paid to the relationship between the financial ecosystem, which includes banks, non-banking financial institutions, investment funds, government regulators, and infrastructure solutions, and the process of business relocation to new locations.
The literature review includes definitions of the term «financial ecosystem» provided by leading scholars such as Richard Demirgüç-Kunt, Charles Goodhart, Eleanor Carlson, Joseph Stiglitz, as well as Ukrainian researchers Olena Suslovska and Andriy Hrytsenko.
The authors emphasize that the harmonious interaction of the elements of the financial ecosystem is essential for the efficient allocation of resources, maintaining economic stability, and adapting to external challenges.
The article presents statistical data on business relocation in Ukraine from the onset of fullscale military actions to 2024, during which 18,944 business relocations between regions were recorded. The primary relocation routes are analyzed, highlighting movements from regions with high security risks (Kyiv, Dnipropetrovsk, and Kharkiv regions) to safer regions, such as the Lviv region. It is noted that regions with high business activity serve both as sources of relocation and as destinations for businesses returning after stabilization.
Special attention is given to national and international programs supporting relocated businesses, particularly the «Affordable Loans 5-7-9 %» program, which provides preferential financing, and grant initiatives by the European Bank for Reconstruction and Development. The role of digital platforms, such as «MAKE IN UA: Relocation» in facilitating the relocation process is also examined.
The authors conclude that adapting the financial ecosystem to the challenges of war is crucial for ensuring economic stability and supporting businesses. The article holds practical value for government institutions, financial organizations, and businesses planning or conducting relocation.
