Анотація: Стаття присвячена емпіричному оцінюванню можливості імплементації екосистемного підходу як основи наукового забезпечення політики розвитку будівельної галузі України. В статті використано методи аналітичного групування та формального оцінювання пропорцій розподілу за допомогою показників ентропії. Це дозволило уточнити бачення галузевої структури екосистеми бізнесу, що формується навколо будівельної галузі України й у якій функції «архітектора екосистеми» виконують підприємства ВЕД 41.10 «Організація будівництва будівель». Крім того, виявлено, що характеристики розподілу витрат і вигід, породжуваних становленням екосистеми будівельного бізнесу в Україні суттєво відрізняються від сформульованих західними науковцями теоретичних уявлень про закономірності імплементації екосистемного підходу до стратегічного управління розвитком будівельного бізнесу. Зокрема, зміни, що спостерігались в пропорціях розподілу генерованої в екосистемі доданої вартості між видами економічної діяльності, переважно негативна її динаміка по усіх (крім власне ядра екосистеми бізнесу – будівництва) видах економічної діяльності, пов’язаних з розширенням виробничого потенціалу національної економіки, свідчать, що технологічні інновації, розширене відтворення виробничого потенціалу, зростання локалізації продукту екосистеми в національній економці не є органічними для досліджуваної екосистеми, не вбудовані в механізми розподілу вигід і витрат між її учасниками. Відповідно, теоретично обумовлені сподівання на стихійне перетворення екосистемних тенденцій на чинник наближення залучених до екосистеми галузей до траєкторії сталого розвитку та гармонізації відносин між бізнес моделями і завданнями державної політики не отримують емпіричного підтвердження.
Abstract: The article is devoted to the empirical assessment of the possibility of implementing an ecosystem approach as the basis for scientific support for the development policy of the construction industry of Ukraine. The article uses methods of analytical grouping and formal assessment of distribution proportions using entropy indicators. This allowed us to clarify the vision of the industry structure of the business ecosystem that is formed around the construction industry of Ukraine and in which the functions of the “ecosystem architect” are performed by enterprises of VED 41.10 “Organization of building construction”. In addition, it was found that the characteristics of the distribution of costs and benefits generated by the formation of the construction business ecosystem in Ukraine differ significantly from the theoretical ideas formulated by Western scientists about the regularities of implementing an ecosystem approach to strategic management of construction business development. In particular, the changes observed in the proportions of the distribution of added value generated in the ecosystem between types of economic activity, its predominantly negative dynamics across all (except for the core of the business ecosystem itself - construction) types of economic activity related to the expansion of the production potential of the national economy, indicate that technological innovations, expanded reproduction of production potential, and increased localization of the ecosystem product in the national economy are not organic for the ecosystem under study and are not built into the mechanisms for distributing benefits and costs between its participants. Accordingly, theoretically conditioned expectations for the spontaneous transformation of ecosystem trends into a factor in bringing the industries involved in the ecosystem closer to the trajectory of sustainable development and harmonizing relations between business models and state policy objectives do not receive empirical confirmation.
