Abstract: The reform of the Ukrainian healthcare system is accompanied by the exacerbation of a number of managerial and financial challenges, which actualizes the need to find effective strategic solutions in this area. Particular attention is drawn to the role of partnership interaction between municipal non-profit enterprises (NPEs) and private medical institutions as an effective mechanism for increasing the competitiveness and quality of medical services. The author proposed the “QUANTUM” tool, thanks to which a graphical analytical assessment of the partnership attractiveness of three private clinics (“Dobrobut”, “Medicom”, “Oxford Medical”) was carried out based on macro-, meso- and micro-level indicators, which allowed determining strategies for further partnership. Quantum partnership provided answers to three key questions: 1) identification of bottlenecks in the key player and partners for the formation of a problem circle and ways to solve it; 2) identification of the circle of respondents (partners) that most closely meet the objectives of the study; 3) selection of the optimal strategy for further cooperation with the identified partners.

As a result of using the graph-analytical model of quantum partnership, it was established that potential partners are in a moderate market environment with close strategic positions, which necessitates the implementation of a strategy of selective growth and concentration of resources. The greatest potential for synergy was identified in the partnership with "Dobrobut" due to the high level of resource provision and leading positions in the market. The proposed pattern of quantum partnership is able to improve the quality of medical services, optimize the use of resources and effectively respond to external challenges, especially in conditions of instability associated with crisis phenomena in Ukraine
