THE METHOD OF MORPHOLOGICAL ANALYSIS OF CONTEMPORARY MODELS OF PUBLIC GOVERNANCE

Анотація: У статті здійснено теоретико-методичне обґрунтування застосу-вання морфологічного аналізу для систематизації, порівняння та проєктування моделей публічного управління. Проведено аналіз поширених моделей публічного управління — Традиційного публічного адміністрування, Нового публічного управління, Нового публічного врядування, Належного врядування, Відкритого уряду, Цифрового уряду, Мережевого управління.
Проаналізовано наявні наукові методи морфологічного аналізу (метод Цвікі, мето-дологія мʼяких систем), що можуть бути застосовані для аналізу процесів публіч-ного управління, визначено переваги та недоліки застосування зазначених методів.
Запропоновано концептуальну двофакторну матрицю, що поєднує аксіологічну градацію рівнів управління («цінності», «цілі», «інструкції») та три комплемен- тарні описи (параметричний, морфологічний, функціональний). Для уніфікації тер-мінології й однозначності понять запропоновано семантичне моделювання мовою онтологій OWL2. Практична цінність розробленого методу проілюстрована на прикладах морфологічного аналізу загальної моделі мережевого управління, моделі управління територіями на місцевому рівні, системи управління інцидентами (ICS). На основі аналізу зазначених моделей управління запропоновано модель пуб-лічного управління сталим розвитком довкілля.
Описаний підхід дозволяє враховувати складність сучасних управлінських моде-лей, запобігти кризі відтворень наукових знань в галузі публічного управління і адміністрування, проводити систематичне порівняння та виявляти спільні характеристики, розбіжності й прогалини в технологіях впровадження концеп-туальних моделей управління. Отримані результати підтвердили потенціал ме-тоду для створення гібридних управлінських рішень та визначили необхідність емпіричної перевірки й розробки кількісних індикаторів ефективності запропоно-ваного підходу
Abstract: The article provides a theoretical and methodological foundation for applying morphological analysis to the systematization, comparison, and design of public administration models. It examines the most widespread models of public governance, including Traditional Public Administration, New Public Management, New Public Governance, Good Governance, Open Government, Digital Government, and Network Governance. Existing scientific methods of morphological analysis—such as Zwickyʼs General Morphological Analysis and Soft Systems Methodology—are reviewed regarding their applicability for analysis of public administration processes, and their advantages and limitations are identified.
The study proposes a conceptual two-factor matrix that integrates the axiological gradation of governance levels («values,» «goals,» «instructions») with three complementary types of description (parametric, morphological, and functional). This approach enables a structured account of the complexity of modern governance models, helps to prevent the replication crisis in public administration research, and supports systematic comparison by identifying shared features, divergences, and gaps in the technologies of implementing conceptual governance models. To ensure terminological consistency and conceptual clarity, the article suggests the use of semantic modeling through the OWL2 ontology language.
The practical relevance of the developed method is demonstrated through morphological analyzes of a general model of network governance, a model of territorial governance at the local level, and the Incident Command System (ICS). Based on the analysis of these governance models, a new framework for public administration of environmental sustainable development is proposed. The findings confirm the potential of morphological analysis for constructing hybrid governance solutions and highlight the need for empirical validation and the development of quantitative performance indicators to assess the effectiveness of the proposed approach.
