Abstract: In the face of growing complexity, multidimensionality, and increasing dynamism of challenges and threats to the domestic public health system, especially in the process of overcoming the consequences of COVID-2019 and the current military threat, as well as ongoing reforms and digitalization, the implementation of principles of safety-oriented management in healthcare facilities is of great importance.

The purpose of this study is to substantiate the theoretical and methodological foundations and to identify the specific features of safety-oriented management in healthcare facilities as compared to the traditional business environment through an analysis and differentiation of the manifestations of economic laws in the medical and business spheres.

A summary of modern risks and threats at various levels of healthcare management leads to the conclusion that traditional approaches to managing medical institutions are no longer capable of ensuring an adequate level of their economic stability and adaptability to threats. With the increase in organizational, economic, financial, cybernetic, and personnel challenges, the implementation of safety-oriented management approaches, which provide the necessary level of operational efficiency along with systematic threat management, becomes particularly important. The very definition of the content, principles, and functions of such an approach is extremely relevant and important today, as it creates a theoretical and methodological basis for developing practical mechanisms for the protection and sustainable development of healthcare facilities. In modern conditions, this is not just a matter of increasing efficiency but also a critical requirement for maintaining the viability of the public health system as a whole.

Safety-oriented management is a conceptual platform within the system of ensuring the economic security of healthcare facilities, the methodological basis of which is securitology, and the practical form of its implementation is security-providing activity through crisis management, risk management, scenario planning, and more. The authors have proposed their own definition of the concept «safety-oriented management of healthcare facilities,» which should be understood as an integrated system of principles, methods, management decisions, and actions aimed at ensuring the stability of healthcare facilities in the face of threats, the continuous and high-quality provision of medical services by prioritizing the safety of patients, medical personnel, resources, and critical infrastructure, and is based on the principles of proactive identification, assessment, analysis, and minimization of risks in all areas of the medical institutionʼs operation
