STRATEGIC ANALYSIS AND ASSESSMENT OF INFRASTRUCTURE MANAGEMENT OF RAILWAY TRANSPORT ENTERPRISES

Анотація: У статті проведено стратегічний аналіз та надано оцінку управлінню інфраструктурою підприємств залізничного транспорту. Розглянуто принципи стратегічного аналізу, визначено та схематично зображено структуру управ-ління залізничного транспорту, проаналізовано закордонний досвід управління інфраструктурою залізничного транспорту та виокремлено основні моделі рефо-рмування залізничного транспорту. Встановлено перелік проблем, з яким стикну-лися держави-члени ЄС під час імплементації Директиви 91/440 (зі змінами 2001/12/ЄС), який є базисом Першого залізничного пакету, прийнятого у 2001 р. щодо інтеграції європейської залізничної системи до конкурентного ринку. Визначено ймо-вірність виникнення аналогічних проблем в Україні. Виокремлено основні положення Директиви щодо управління залізничною інфраструктурою і до процесів перевезень залізничних підприємств. Надано пропозиції щодо імплементації Директиви 91/440 в Україні з необхідністю змінити (адаптувати) чинне законодавство.
Оскільки головною метою є створення умов для ефективного функціонування кон-курентного ринку залізничних перевезень, підвищення результативності управ-ління, покращення якості та доступності послуг залізничного транспорту України — необхідно здійснити перегляд організаційно-правових та економічних засад ринку залізничних перевезень. Європейська модель управління інфраструктурою підпри-ємств залізничного транспорту передбачає наявність незалежного оператора за-лізничної інфраструктури, який буде нести відповідальність за стан залізничної мережі та пропускну спроможність, а регулятивну функцію виконуватиме незале-жний регулятор залізничного транспорту, який ратифікуватиме тарифи на вико-ристання інфраструктури та регулюватиме рівний доступ до неї усіх операторів залізничного транспорту.
Запровадження нової моделі управління інфраструктурою залізничного транспо-рту є однією з найважливіших ініціатив у поглибленні інтеграції залізничного тра-нспорту до світової транспортно-логістичної системи та відповідності вимогам європейських залізниць.
Проведений аналіз сприятиме прийняттю обгрунтованих рішень та може бути використаний для покращення ефективності управління інфраструктурою під- приємств залізничного транспорту шляхом запозичення іноземного досвіду з по-дальшою адаптацією до реалій сьогодення залізничної галузі України.
Abstract: The article conducts a strategic analysis and assesses the infrastructure management of railway transport enterprises. The principles of strategic analysis are considered, the structure of railway transport management is defined and schematically depicted, foreign experience in managing railway transport infrastructure is analysed, and the main models of railway transport reform are highlighted. A list of problems faced by the EU Member States in the implementation of Directive 91/440 (as amended by 2001/12/EC), which is the basis of the First Railway Package adopted in 2001 to integrate the European railway system into a competitive market, is identified. The probability of similar problems in Ukraine is determined. The main provisions of the Directive on the management of railway infrastructure and the processes of transportation of railway enterprises are highlighted. Proposals for the implementation of Directive 91/440 in Ukraine with the need to amend (adapt) the current legislation are presented.
Since the main goal is to create conditions for the effective functioning of a competitive railway transport market, increase the efficiency of management, improve the quality and availability of railway transport services in Ukraine, it is necessary to review the organisational, legal and economic foundations of the railway transport market. The European model of railway infrastructure management envisages an independent railway infrastructure operator responsible for the state of the railway network and capacity, while the regulatory function will be performed by an independent railway regulator that will ratify tariffs for the use of infrastructure and regulate equal access to it for all railway operators.
The introduction of a new model for managing railway infrastructure is one of the most important initiatives to deepen the integration of railway transport into the global transport and logistics system and meet the requirements of European railways The analysis will facilitate informed decision-making and can be used to improve the efficiency of infrastructure management of railway transport enterprises by borrowing foreign experience with further adaptation to the realities of the Ukrainian railway industry.
