Анотація: У статті комплексно досліджено концепцію «розумної економіки» smart economy. Зауважено, що сучасні виклики функціонування постіндустріального ті інформаційного суспільства зумовили появу концепції «розумної економіки» smart economy. Встановлено, що активний розвиток концепції «розумної економіки» smart economy повʼязаний з концепцією розвитку економіки «Індустрія 4.0», яка встановлює такі принципи: функціональна сумісність людини і засобів виробництва; прозорість інформації та здатність систем промисловості створювати віртуальну копію фізичного світу; надання технічної допомоги засобів виробництва для людини; здатність систем промисловості самостійно й автономно від людського впливу приймати рішення; підвищена екологізація промисловості; соціалізація. Проілюстровано наявність різних поглядів на сутність концепції «розумної економіки» smart economy, на підставі проаналізованих поглядів запропоновано розглядати зазначене явище у широкому та вузькому значенні - у широкому значенні, на нашу думку, smart economy - різновид економіки, який поєднує в собі звичайні засоби промисловості та здобутки штучного інтелекту та ІТ-технологій, на підставі чого відбувається перехід на якісно вищий тип економічного розвитку суспільства; у вузькому розумінні, на нашу думку, smart economy - це частина інших сучасних інновацій, які перебувають у логічному взаємозвʼязку (розумне місто, розумна промисловість). Досліджено різні варіанти компонентів концепції «розумної економіки» smart economy, на підставі доктринальних поглядів сформовані власні елементи smart economy - розумне довкілля, розумне управління, розумна цифровізація, розумна освіта, розумне життя. Проілюстровано різні точки зору щодо компонентів інтелектуальних драйверів, запропоновано власна точка зору - людиноцентризм в управлінні промисловістю, цифровізація процесів управління економікою, ефективні методи захисту довкілля, підвищення ролі інтелектуальних кадрів у повсякденному житті суспільства.
Визначено доцільність запровадження smart economy в економічній системі України: виокремлено позитивні та негативні прояви такого запровадження: необхідність поступового запровадження smart economy в економічній системі України, в іншому випадку це може призвести до загострення суспільних проблем.
Abstract: This article comprehensively explores the concept of the «smart economy.» It observes that contemporary challenges faced by post-industrial and information societies have led to the emergence of the smart economy concept. The active development of the smart economy concept is associated with the idea of «Industry 4.0,» which establishes principles such as the functional compatibility of humans and production tools, transparency of information, the ability of industrial systems to create a virtual copy of the physical world, technical assistance provided by production tools to humans, autonomous decision-making capabilities of industrial systems, enhanced industrial ecology, and socialization. The article illustrates the existence of diverse perspectives on the essence of the smart economy concept. Based on the analyzed viewpoints, it proposes considering this phenomenon in broad and narrow senses. In the broad sense, smart economy combines traditional industrial means with artificial intelligence and IT achievements, leading to a transition to a qualitatively higher type of societal economic development. In the narrow sense, smart economy constitutes part of other contemporary innovations in a logical connection (smart cities, intelligent industries). The article explores various components of the smart economy concept and formulates its own elements: smart environment, smart governance, smart digitalization, smart education, and intelligent life, based on doctrinal perspectives. The article illustrates different viewpoints regarding the components of intellectual drivers and proposes its perspective — human-centric management in industry, digitization of economic management processes, effective environmental protection methods, and the increased role of intellectual resources in society’s daily life. It determines the expediency of implementing the smart economy in the economic system of Ukraine, highlighting the positive and negative aspects of such implementation. The gradual introduction of the smart economy into Ukraine’s economic system is deemed necessary; otherwise, it may exacerbate societal problems.
