Evolution of state mechanisms for regional governance in the context of digital transformation

Анотація: У статті здійснено комплексне дослідження еволюції державних механізмів управління регіональним розвитком в умовах цифрової трансформації. Наголошується, що цифровізація не є лише технологічною модернізацією окремих елементів державного управління, а виступає багатовимірним процесом, який суттєво змінює логіку функціонування владних інституцій, процедури прийняття рішень і характер взаємодії між державою та громадянами на регіональному рівні. У фокусі аналізу — перехід від традиційних ієрархічних моделей до децентралізованих, гнучких, прозорих систем управління, заснованих на принципах нової публічної служби, відкритості та участі.
У статті систематизовано етапи цифрової трансформації в Україні — від інформатизації до електронного врядування й сучасних практик управління на основі даних.
Розглянуто стратегічні документи, які визначають рамки цифрової трансформації регіонів, зокрема Стратегію цифрової трансформації України та Державну стратегію регіонального розвитку на 2021–2027 роки. Акцент зроблено на практичних кейсах цифрових ініціатив у громадах: цифрових панелях моніторингу (Smart Lviv Dashboard), реєстраційних платформах (Вінниця), ГІС-системах (Харків) та електронних кабінетах мешканця (Хмельницький).
Водночас автором виявлено бар’єри, що стримують цифрову трансформацію на регіональному рівні: інституційна фрагментація, цифрова нерівність, недостатня ІТ-інфраструктура, низький рівень цифрових навичок, ризики кібербезпеки, обмежені фінансові ресурси, особливо в умовах воєнного стану. У підсумку обґрунтовано потребу у формуванні адаптивних моделей цифрового управління, що враховують асиметрію розвитку регіонів, необхідність інклюзивності та стійкості в умовах кризи.
Abstract: This article explores the evolution of state mechanisms for regional governance in Ukraine under the influence of digital transformation. It is argued that digitalization should not be interpreted merely as a technical upgrade of public services but as a complex and multidimensional process that reshapes institutional structures, decision-making mechanisms, and the overall philosophy of interaction between the state and citizens at © Корнага О., 2025 227 the regional level. The research focuses on the transition from traditional hierarchical models of governance to flexible, decentralized, and citizen-oriented models based on the principles of the new public service and smart governance.
The study systematizes the main stages of digital transformation in Ukraine’s public sector, from early informatization and the development of e-government to the current stage of integrated digital governance based on big data, open data platforms, GIS technologies, and citizen engagement tools. It emphasizes the growing role of regional and local authorities in shaping and implementing digital policies tailored to local development needs. Strategic documents such as the Digital Transformation Strategy of Ukraine and the State Strategy for Regional Development 2021–2027 are analyzed in terms of their regional implementation and institutional coherence.
In addition to reviewing successful cases of digitalization in Ukrainian regions—such as smart dashboards in Lviv, registration systems in Vinnytsia, and GIS-based platforms in Kharkiv—the article also identifies critical barriers to regional digital transformation. These include institutional fragmentation, insufficient digital skills, unequal access to ICT infrastructure, cybersecurity vulnerabilities, and the challenges of sustaining innovation in wartime conditions. The author concludes that building adaptive and inclusive models of digital regional governance requires a systemic approach, strong leadership, and intersectoral cooperation. The findings of the study can be used to inform both academic discourse and the development of evidence-based public policy in Ukraine.
