Abstract: The article discusses that the post-war reconstruction of Ukraine’s housing stock will be accompanied by resource shortages and the risk of increased social inequality if the priority is given solely to technical criteria of reconstruction, without considering the social quality of housing and utility services. Special attention is given to ensuring that households have access to safe and inclusive housing and utility infrastructure, taking into account their income level, place of residence, and social status. It is demonstrated that the destruction of housing and utility infrastructure has a cumulative effect, leading to increased household costs, a reduction in quality of life, lower labor mobility, and complicating the adaptation of internally displaced persons and the return of involuntary migrants. In the absence of an integrated approach to recovery, there is a risk that the most vulnerable groups of citizens and communities will remain outside the focus of recovery policies. The article emphasizes that despite the existence of housing recovery programs and social protection tools, the issue of the functional integration of housing subsidies into the post-war reconstruction system and their impact on the socio-economic quality of life of the population remains unresolved. The role of housing subsidies in reducing energy poverty, supporting household solvency, and improving the effectiveness of the state and local communities in addressing strategic priorities for social stabilization requires further clarification.

This article outlines the strategic priorities for the post-war reconstruction of Ukraine’s housing and utilities infrastructure, based on ensuring social quality, integrating the housing subsidy mechanism into the system of social stabilizers for reconstruction, and protecting socially vulnerable groups.

This article provides an analysis of the social quality of housing and utility services as a means of ensuring accessibility, safety, energy efficiency, barrier-free access, and territorial equity. A criteria matrix for prioritizing reconstruction projects is proposed, based on the components of technical criticality, social vulnerability, and long-term development potential. Housing subsidies are examined as a key stabilization mechanism, whose role extends beyond cost compensation in the context of tariff changes and post-war transformation. It is shown that the effectiveness of housing recovery programs depends on their alignment with targeted subsidy instruments, digital initiatives, and institutional reforms in the field of housing policy.

An integrated approach to the post-war reconstruction of housing and utility infrastructure is proposed, the effectiveness of which will be guaranteed through the synergy of key parameters of social quality, targeted social protection, and the integration of housing subsidies into the system of social stabilizers. Recommendations are made for combining state, local, and international support within the framework of a socially oriented post-war recovery model.
