Abstract: The full-scale Russian-Ukrainian war has triggered profound socio-economic transformations in the temporarily occupied territories of Ukraine, where the destruction of productive capacity has been accompanied by the emergence of new patterns of economic interaction, adaptation, and everyday survival. Unlike the territories remaining under the control of the Ukrainian government, economic processes in the temporarily occupied territories are shaped not only by the direct consequences of military actions but also by prolonged institutional restructuring, administrative restrictions, labour market transformation, and changing mechanisms of access to material resources. Under these conditions, the economic behaviour of the population is increasingly determined not by market mechanisms but by informal practices, external sources of support, and newly established institutional rules operating under the conditions of occupation. The purpose of this study is to identify and conceptualise the dynamics of changes in the economic situation of the population residing in the temporarily occupied territories of Ukraine between 2023 and 2026, as well as to analyse the transformation of economic behaviour and household adaptation practices that have emerged under conditions of prolonged instability, resource scarcity, and the deformation of market mechanisms. The theoretical and empirical foundation of the research is based on the results of a longitudinal sociological study conducted by the research company Active Group during 2023–2026.
The empirical evidence was obtained through a series of in-depth semi-structured interviews with residents of the temporarily occupied territories, making it possible to trace the dynamics of economic processes and changes in patterns of economic behaviour over time. The findings demonstrate that the economic system of the temporarily occupied territories has evolved from a phase of initial economic shock to a relatively stabilised survival economy operating under persistent institutional constraints.
The study identifies sustained inflationary pressure, a widening gap between household incomes and the cost of living, the degradation of the productive base, shrinking opportunities for formal employment, and the increasing importance of the informal economy. At the same time, the transformation of the population’s economic behaviour is reflected in the spread of situational survival strategies, the avoidance of formal employment, changing consumption patterns, the growing use of informal incomegenerating practices, and increasing dependence on administrative structures and external sources of support. The study further demonstrates that prolonged institutional restructuring of the economic environment has contributed to deepening socio-economic inequality and the emergence of a polarised economic structure in which access to resources is increasingly determined by the degree of individuals’ integration into newly established institutional arrangements. The findings suggest that the economy of the temporarily occupied territories should be understood not merely as a collection of crisisinduced economic phenomena but as a distinct social system in which the mechanisms of economic adaptation, everyday practices, and patterns of social stratification undergo profound transformation.
