Abstract: Mobilising long-term financial resources for infrastructure development and post-war economic reconstruction represents one of the key challenges of contemporary economic policy in Ukraine. In this regard, particular importance is attached to the involvement of institutional investors, especially pension funds, which are capable of acting as providers of long-term investment capital. At the same time, in global investment practice infrastructure is increasingly regarded as a distinct asset class that corresponds well to the investment needs of pension funds and the long-term structure of their liabilities. Nevertheless, despite the substantial need for financing infrastructure projects, the potential of pension funds in this area in Ukraine remains largely underutilised. In particular, the absence of a clear theoretical framework and a systematic analysis of international experience constrains the development of effective investment policies of pension funds with respect to infrastructure assets. Moreover, academic literature still provides limited analysis of infrastructure as an independent investment asset class for pension funds, as well as of the mechanisms for mobilising pension savings for infrastructure financing in transition economies. In view of the above, the aim of this article is to investigate the theoretical and methodological foundations of infrastructure as an asset class for pension funds and to systematise international experience in pension fund participation in infrastructure financing in order to identify models that may be relevant for Ukraine. Within the framework of the study, the key characteristics of infrastructure assets that determine their investment attractiveness for pension funds are identified. In particular, these include long-term cash-flow horizons, relatively predictable revenue streams, the natural monopoly characteristics of many infrastructure facilities, and partial protection against inflationary risks. In addition, five principal mechanisms of pension fund participation in infrastructure financing are systematised: direct investment, investment through infrastructure funds, acquisition of infrastructure bonds, participation in public–private partnership projects (PPP/concessions), and the establishment of pension fund consortia. A comparative analysis of international experience in both developed and emerging economies is also conducted. The results of the analysis demonstrate that infrastructure constitutes a natural asset class for pension funds due to the alignment between long-term investment horizons and pension liabilities. On this basis, it is argued that, for Ukraine, the most promising model of pension fund participation in infrastructure financing is the consortium approach, which enables several funds to pool resources for the implementation of largescale infrastructure projects. Consequently, a target allocation of pension assets to infrastructure investment at the level of 5–7% of the investment portfolio with a potential annual return of 8–12% is proposed.
