Abstract: The article is devoted to the study of the Principles of Public Governance (Principles) set out in EU documents, the approaches of Ukrainian scholars to the formulation of general principles of public administration, and the analysis of EU methodological recommendations on determining the degree of implementation of the Principles by national governments. The author conducted a comparative content analysis of the Principles (2023) and the revisions of the principles published in previous years, based on which conclusions were drawn regarding the trends in the evolution of the views of European scholars and practitioners in the field of public administration. The results of the comparative content analysis showed that the Principles (2023) are aimed at improving the efficiency of public governance. The conclusions for EU member states, candidate countries for EU accession, in particular, for Ukraine, are substantiated. Thus, for EU member states, it has been found that the requirements for the implementation of the principles by national governments are being strengthened; methodological tools for monitoring and assessing the degree of implementation of the Principles are being introduced; there is a transition to a higher quality level of public administration, the essence of which is characterized as a higher level of implementation of the policy of publicity of management of socio-economic processes. For EU candidate countries, the scope of implementation of the Principles by national governments is expanding, and a methodological toolkit for assessing the compliance of government decisions with the Principles of Public Governance is being introduced, the orientation of the Principles recommended for candidate countries towards the creation of institutional foundations for their implementation is increasing. For Ukraine, the requirements for the practical implementation of the Principles are increasing, the need to develop plans (“roadmaps”) for the implementation of the Principles and assess the degree of their implementation is becoming more urgent, the importance of preventing, counteracting, and combating corruption and embezzlement of public (budgetary and extrabudgetary) funds and the personal public responsibility of civil servants for the results of management decisions is increasing. Based on the study of integration processes, differentiation and deepening of centralization and regionalization of public administration functions in the EU, as well as the analysis of publications by scientists from leading universities and scientific institutes, the continuation of scientific and public discussions on the federalization of the EU gives grounds to assume that at the current stage the EU is at the stage of moving towards a confederation.
