Abstract: The modern global economy and the Ukrainian labor market are undergoing a period of profound structural transformation, where rapid technological progress and the consequences of military aggression act as primary drivers of instability in professional employment. This leads to a situation where a significant number of vacancies remain unfilled due to a severe mismatch between job seekers’ skills and the actual demands of business, which exacerbates labor shortages despite the presence of registered unemployment. The existing qualification gap is further intensified by the high inertia of traditional educational models, which often fail to keep pace with digital changes, leading to the preservation of low labor productivity and the artificial prolongation of professional inactivity. Despite the wide theoretical recognition of digital technology’s potential, current scientific discourse lacks sufficient insight into the specific algorithmic mechanisms of how educational trajectory flexibility and micro-modularity within adaptive online platforms directly influence the speed of retraining and the mitigation of professional imbalances. In light of this, the article conceptualizes and justifies the potential of adaptive online education as a strategic tool for overcoming structural unemployment. The study conducts a comparative analysis of traditional linear learning models, specifically massive open online courses (MOOCs), and intelligent systems, which allowed for the development of the author’s concept of proactive adaptability. It is proven that creating individual trajectories of minimum sufficiency radically compresses the learning cycle by focusing exclusively on an individual’s deficient competencies and eliminating redundant material. Based on the analysis of global meta-studies, it is established that the use of adaptive approaches ensures a 25– 40 % reduction in time required to master knowledge and activates a micro-credential signaling mechanism, significantly increasing the probability of rapid employment even for the least competitive population groups. The research concludes that in the context of digitalization, adaptive online education is transforming into an effective macroeconomic regulator of the labor market, ensuring the rapid restoration of tax revenues, reducing the burden on state social insurance funds, and preventing the degradation of human capital.
The proposed approaches can be utilized in the development of national economic recovery strategies and digital education development programs in Ukraine.
