Abstract: Regulation of investment activity in Ukraine in conditions of macroeconomic instability is one of the determining prerequisites for the reconstruction and modernization of the domestic economy on an innovative basis. Considerable attention is paid to theoretical and methodological developments in the field of regulatory activity of the state. An analytical excursion into the views of prominent scientists of the past was carried out and it was established that they evolved from the assertion of the role of the state as the supreme arbiter regarding compliance with the rules of free competition to the recognition of the fact that in new historical conditions the ability of the market to carry out self-regulation has been exhausted and it is worth abandoning the passive role of the state in ensuring the maximum possible employment and economic growth. It was established that domestic scientists, developing the theoretical principles of state regulation, developed a number of provisions that became a constructive basis for the development of measures to ensure its functioning in conditions of turbulence. The article presents the forms of manifestation of the essential and meaningful characteristics of macroeconomic instability and the effectiveness of the forms and regulatory methods of influence on them in recent decades. The functional purpose is outlined and the dynamics of capital investments and foreign direct investments are analyzed. It is substantiated that in order to overcome the ambiguity of their dynamics, it is necessary to create conditions for more active activity of domestic and foreign investors by institutional and legal means. It is determined that in conditions of macroeconomic instability it is advisable to develop an effective strategy of investment activity in our country, in which it would be advisable to provide for stimulation of the creation or restoration of specialized investment companies. The industries and spheres of the domestic economy attractive to domestic and foreign investors with potentially possible investment volumes are characterized. It is emphasized that the Russian-Ukrainian war has increased the riskiness of investment activity, which requires the implementation of a significant arsenal of methods and instruments of regulatory influence on it. The leading role of its institutional and legal support, the need to use program-targeted methods of planning and management are substantiated. It is determined that in conditions of macroeconomic instability it is advisable to develop an effective strategy for investment activity in our country, which should provide for the stimulation of the creation or restoration of specialized investment companies. The inexpediency of considering the budget as a stable and long-term source of financing investment activity is emphasized and the relevance of the restoration and creation of investment companies is emphasized.
