Abstract: The article examines the socio-economic consequences of migration policy in Ukraine under martial law and in the context of post-war recovery. It is substantiated that, under current conditions, migration policy should be regarded not only as an instrument for regulating population movements, but also as one of the key factors influencing the labor market, staffing capacity of the economy, human capital, business activity, social resilience, and the pace of economic growth. The main directions of the socio-economic impact of migration policy are analyzed, in particular its relationship with labor shortages, structural imbalances between labor demand and supply, rising business costs, the transformation of the conditions for the formation and use of human capital, as well as the prospects for the country’s post-war reconstruction. It is determined that large-scale external migration causes not only a quantitative narrowing of the labor resource base, but also qualitative changes in the structure of employment, occupational matching, and the educational and labor trajectories of the population. Particular attention is paid to the impact of migration processes on the cost structure of business, macroeconomic resilience, the investment capacity of the economy, and the creation of preconditions for long-term recovery. It is separately emphasized that the effectiveness of state migration policy should be assessed through its ability to reduce the factors of long-term population outflow, ensure the return and reintegration of citizens, preserve human capital, and, where necessary, compensate for labor shortages through regulated labor immigration. It is concluded that migration policy in Ukraine should be shaped in close coordination with employment, social protection, human capital development, and economic recovery policies. The results of the study may serve as a theoretical and applied basis for the further improvement of state migration policy and for the development of strategies for Ukraine’s post-war recovery.
