Abstract: The digitalization of the economy and the rapid development of e-commerce are driving profound transformations in the financial relations of the state, particularly in the mechanisms of formation, distribution, and use of public financial resources. In this context, e-commerce emerges not only as a component of the private sector but also as a system-forming element of the digital economy that significantly influences the institutional foundations of public finance. Despite the growing relevance of digital technologies, the role of e-commerce as a driver of institutional transformation in public finance remains insufficiently explored in academic literature, particularly with regard to changes in the functional nature of public finance and the integration of digital platforms into financial governance systems. Furthermore, the lack of a comprehensive theoretical framework for analyzing the interconnection between e-commerce and public finance constrains the development of effective financial policy in the digital era. Given these considerations, the purpose of this study is to examine the theoretical foundations of the digitalization of state financial relations and to substantiate the role of e-commerce in the institutional transformation of public finance and state financial management systems. The study conceptualizes state financial management as an institutionally organized system of financial relations that undergoes transformation under the influence of digitalization. It systematizes key theoretical approaches to defining e-commerce, including transactional, institutional, platform-based, and public value-oriented perspectives, which together highlight its multidimensional economic and institutional nature. The findings demonstrate that digital platforms, as a core element of ecommerce, facilitate the integration of financial flows within the public sector, transforming their structure from hierarchical to network-based. This transformation enhances transparency, accountability, and efficiency in the allocation and use of public resources. Moreover, the study establishes that digitalization leads to a transformation of the core functions of public finance. In addition to the traditional allocation, distribution, and stabilization functions, new functional dimensions emerge, including informationalanalytical, institutional-integrative, and transparency and accountability functions. The results confirm that e-commerce acts as a key driver of institutional transformation in state financial management by enabling new models of financial governance based on digital platforms and network interactions among economic agents. On this basis, the study substantiates the relevance of an integrative approach to analyzing e-commerce in the public sector, combining institutional, platform-based, and public value perspectives.
It is argued that for Ukraine, the development of e-commerce in public finance has significant potential to enhance the efficiency of the budget process, improve tax administration, and strengthen financial discipline. At the same time, the realization of this potential requires the development of a coherent institutional framework for integrating e-commerce into state financial management, the advancement of digital infrastructure, and the adaptation of regulatory systems to the conditions of a digital economy.
