Abstract: The article is devoted to the development of the theoretical foundations for studying relationships within the system “objectives of agritraders’ commercial activity — objectives of societal development” and to the testing of tools for assessing the impact of state trade policy both on the operating conditions of Ukrainian agritraders and on the social efficiency of their functioning. An analysis of the evolution of global agricultural trading is conducted, its main stages are identified, and the contribution of each stage to the development of the national economic system is determined. To assess the activities of Ukrainian agritraders, a comparison is made between an “ideal”, theoretical model of agritrading participation in the formation of economic preconditions for national economic development and the actual characteristics of export activities of Ukrainian agricultural exporters, as well as the models of trader business organization in Ukraine’s domestic food markets. The article proposes ways to overcome the limitations of the approach that views the principal mechanism through which structural changes in exports affect aggregate economic efficiency and GDP growth rates as a change in the share of value added in the price of the final (exported) product. We take into account both the macroeconomic aspects of the impact of shifts in the sectoral structure of exports on economic efficiency and welfare, and microeconomic models of development. Regarding the former (macroeconomic aspects), the author applies approaches derived from A.
Lewis’s dual-sector model, adjusted for the fact that agricultural output (the basic sector) is tradable and that the sector itself is heterogeneous with respect to knowledge accumulation and human capital formation; Matsuyama’s analogous but more flexible model regarding the international mobility of basic-sector products; and the Dutch disease model, which reveals the impact of an increasing share of commodity exports on the terms of trade faced by producers of exported technologically sophisticated products.
With regard to the second group of methods (microeconomic models of development), we rely on Engel’s law; the principle of income elasticity of demand for food products being less than unity; the empirically confirmed principle that both price and income elasticity of demand for food products decline as consumers’ real purchasing power increases; as well as microeconomic models of demand for skilled labor resources and business propensity to invest in human capital accumulation. The results substantiate the expediency of assessing the contribution of agritrading to accelerating national economic development, primarily by the extent to which technical, organizational, and institutional conditions facilitate the achievement of allocative efficiency in intersectoral interaction between the agricultural and industrial sectors and in their transition to and adaptation to a post-industrial economy. Such efficiency, in turn, increases to the extent that the additional income and savings generated by the agricultural sector become a basis for investment in more technologically advanced industries and contribute to positive structural transformations in the economy. It is precisely the gap between the existing resource potential and the financial capacity of Ukrainian agricultural producers that indicates shortcomings and, accordingly, substantial reserves for improving social efficiency and enhancing agritrading’s contribution to bringing the Ukrainian economy closer to a sustainable development trajectory.
